We would first have to take the IP address of the user and then create a script on the download page to verify that the IP address is the same as the user id. We can collect the required info about user IP from the order form when he submit order.

Yes, I agreed, there is no way to stop the person sending file to whomever they want, but the task is another, by locking IP it possible control downloads more handy, this is good and advanced way in any case.
