For the site www.winebagsinternational.com I am trying add some additional static text next to the initial header navigation "Top » Catalog » Wine Bags - All". What file must I modify to add this extra text.

It depends on where you want to add it but the entries for the pages come from the Navbar definition in each of the english files, so that is probably what you want.
