Need to restrict sale of certain products to a specific list of countries

Does anyone know of a contribution which could help me out for the following? :

 

I sell items that are licensed for sale in certain countries only. I need to prevent customers from purchasing/shipping from/to countries outside of the licensed territory... which is of course a subset of all countries that I ship to.

 

I guess I could create a new tax zone with 0% tax rate, include within it all the countries that are within the licensing agreement, and test if the customer is trying to ship outside of that zone and display a message as well as prevent the order from being passed.

 

Any good ideas anyone?
