Prevent State Shipping

I need help on a module or a script that will prevent shipping to certain states. The e-store is a wine shop and there are laws that prevent us from shipping to certain states. I have looked and have not found anything in the forums or Google. I need to let any customer sign up, but they can only ship if there state is on the list.

solution:

Create two zones.

zone 1 : where You can ship.

Zone 2 where You cant.

 

Map zone 1 to your shipping module.

 

For zone to create a pick up module so people will have to come to Your store and pick the goods.
