MVS and UPS xml shipping mdule errors

Hey, I am trying to set up a simple stock osc site. I would like to have the mvs contribution and the ups shipping module.

 

This is what I have done so far.

 

Installed osc. That works fine, stock store with all the dvd's and keyboards, etc.

 

Next I ftp'd the MVS files into the appropriate directories and overwritten the appropriate files.

 

Next I ran the .sql

 

Next I uploaded the upsxml files. Ran the .sql's.

 

Set up the ups module in admin, using access key, and all UPS info.

 

Set up products under my store as the vendor.

 

Set the only shipping method to ups xml. enable vendor shipping.

 

Act like a potential customer to my site. Set up an account, then pick a product to purchase.

 

Now comes the problem. When I go to checkout, nothing happens. Then after about 3 minutes I get the following message "Internet explorer cannot display the webpage"

 

I love the concept of this, I just need some help getting it to work.

 

I know nothing about php, but I can copy, paste and follow clear directions. I know others have gotten it to work.

 

Please, could someone give me clear instructions on how to get it to work on a stock OSC site that has had no modifications?
