Credit Card inputs coming up in checkout confirmation NOT in checkout payment! PLZZZ HELP

This is so weird and have not been able resolve. When the user goes to buy something the Credit Card inputs are coming up in the checkout confirmation NOT in the checkout payment? How is this possible. I have also tried downloading a fresh set of files and replacing the 2 files listed above but still the same. Is there a setting I'm missing?
