Paypal adding wrong Shipping and handling

Hi evryone. First post. This forum has been super helpful so far. Thanks for the contributions.

 

I was having problems with Paypal adding the shipping and I found the fix to include the Shipping in the total sent to Paypal so it was included. But it is still including $2.50 S&H when processing the payment. It does this with both Physical and downloadable products. I don't have any S&H in the Paypal module so I'm not sure why it is putting it in there. Can anyone tell me where the code is that is doing this? What change do I need to make?

No I don't. I only have USPS installed. I double checke the zone shipping and there wasn't anything in there for 2.50. I uninstalled again after checking it. It wasn't adding the shipping cost at all so I put the fix in that sends the total amount to paypal. Both before and after that fix was installed it charged $2.50 shipping. Any other ideas?

IN paypal profile setting there is an option to over ride shipping pased by shopping cart.

This is furher currency based so some where the setting is switched on.

I actually looked for the setting in PayPal and can't find it. Does anyone know where a setting like this is? Thanks.
