Paypal confirm order loop

I found out that if a user goes back from the Paypal screen to the order process screens and tries to go through again, they will get caught in a loop when trying to confirm the order that will send them back to the payment page.

 

I remember this happening even before I installed Paypal IPN, how can it be fixed?
