You can use Dreamweaver by creating a new 'site'. This isn't going to be viewable to you in Dreamweaver the same way it will be to a customer on your server though. You will see boxes with a small 'PHP' symbol, but not the actual result.

 

I used Dreamweaver when I first started using osCommerce, and the best way to do it, in my own opinion, is to edit all of the code directly. You will learn more about how this wonderful program is built, and how to make it do exactly what you want.

 

But the answer to your question is yes. You will need to do an FTP session (through Dreamweaver) and download all of your files from your server to your local machine (unless of course they aren't up yet).

 

Just go to 'Site' and then click on 'New Site', and from there just fill out the obvious.
