I presently have them downloaded to my documents. I know that they have to be changed to .pem format, but how. I am as green as they come!!!!!!! Quote

Did you purchase them from a certification authority and/or were they provide by your hosting company? I purchased a certificate for my website / domain name from my hosting company who installed them directly on the server. I was planning on using that certificate with paypal, but quickly found out I could not access the installed certificate (nor would I be allowed to). I ended up generating a separate certificate myself for use with paypal (in PEM format). This is easy to do on a Linux platform. I might be just as easy to do on a Windows platform; I don't know about that side of it. Anyway, once I had the my self generated certificate, I loaded them up on my web server (along with the paypal public cert) and configured the paypal IPN module to use them. I configured / loaded my self generated public cert on my paypal account. All of this was done per the directions in the paypal IPN installation directions.
