Product Attributes are read out from the database and placed into a select box, however the top most attribute becomes the default, with no way to override or set the sort order of the options -->Erik Wayne McCarty . Luckily, I found this Contribution and it worked pretty well for me. In your case you set the 'no accessories' to 0 and the others to 1,2,3 and so on.
