Customer not completing transaction

Hi guys, i'm getting customers placing orders but not completing the payment via paypal IPN.

So i having to delete the orders and asking customers who want to proceed with order to re-order.

 

Is there a way for customers to pay for orders later or do i have to delete and ask them to do it again?
