Sales Tax - Sales TAX and MVS

I am running mvs and have vendors located in Florida, California, Michigan, Wisconson and Tennessee that drop ship for me and My store is in Michigan where I have local customers as well.

 

I had an order that was shipped from the Florida vendor to a Florida customer and the Vendor Charged me Florida Sales Tax. Problem is Oscommerce did not charge the sales tax. How do I set up Oscommerce to charge sales tax properly for this type of sale?
