You need to download the file to your computer, edit it and upload it. You can't edit it on the server unless you use a program designed for that or the file manager in admin or your control panel, boh of which are cumbersome.

Oscommerce is laid out so most of the text is in the languages directory. And most often in the languages/english/ directory. If you go to your site and click on the shipping page, you will notice in the url that the name of the file is given as shipping.php. So if you ftp into the languages/english/ directory, you will see a file named shipping.php. Download that to change the text for shipping. Go back to your site and click on the privacy page. Notice that this time it says conditions.php. Download that to edit the text for that page.

A word of warning. Php uses apostrophes as delimiters. If you add or remove an extra one in your text, you will confuse the php parser. The way around that is to place a \ before each apostrophe you use. So if you want to write It's, it needs to be written as It\'s.
