Image Permissions Set Incorrectly after Category Image Changed

I thought I was loosing my mind on this but I finnally found what is happening, now we just need to change the behavior. When I select a new image for a Category and upload it (which it does without error) it seems to set the permission to RWX to only the Administrator and Authenticated Users. If I log into the server and set the normal window accounts (IUSR_MACHINE, IWAM_MACHINE) properly on the file in question it now displays fine. The permissions on the Images directory are set properly to display the images as well, but for some reason ones uploaded through OSC just get set wrong. This is on a Winows Server 2003 R2 / IIS6 machine. Any ideas here ?
