How to add special message for overseas customers?

Hi:

 

I have a US-based store using OS Commerce 2007, current release, installed October, 2007. The store is at http://www.thesocialcontract.com/bookstore2/

 

The client wants to add a message in the checkout area for overseas customers only. This message would simply say "Additional shipping costs apply to overseas orders".

 

There currently is a panel on the name store page that is titled Information. Under that is a Shipping and Returns link which brings up a page of various custom text. That is where I want to add the new text.

 

Although this might be a "RTFM" problem, I can not find where to make the configuration change.

 

Advice is appreciated.
