Setting the shipping rate problem!

Hi, I've been trying to figure this out for days and have searched and tried various modules. Here is the problem.

 

The products are only being sold in one country.

That country had 4 zones.

I am using the weight method... product A is free shipping for all zones..

Product B is has a different price for shipping to each zone. (all zones are in same country)

 

I have been in and set up 4 zones in the Location Taxes and set up 4 zones and chosen NZ for each of the zones.

 

When I go through checkout, what should happen????
