Extra option on checkout

Hi All, Not sure if this has been done or can be done but if someone can help me out here it will be cool.

 

I need to have a extra option on a store as when the buy and go to the checkout it displays another option to buy a optional service with the products they have bought. so instead of it going straight to the shipping then to payment, it will go to, buy optional service, Shipping, then payment.

Works at shopping cart before clicking Checkout. Where an extra option reasonably should (clicking Checkout means you want to check out not buy more)
