can't log in the administration tool

I just installed the OSCommerce 2.2 CR1 in the server. But i can't log in the administration tool with the login name and password i set. I am sure that i enter the correct login name and password. The screen just refresh after i click login botton.

 

And the logo in the administration tool is red corss.

 

Is there any one who can help me fix this problem?
