Shipping not calculating properly

Hi all, i am a new to oscommerce and just setting up my inventory, I have added a few products and set shipping to the table format. So i have set the weight brackets to that of the Royal Mail price bands in grams (im in UK) so i have the first one set as 100:5 (for up to 100 grams = $5) and then 120:7,140:8 etc.

Most of my items are 99grams so should be $5, but when i add one item to the cart and go to checkout, it always says $7. Any idea why?

Also another problem, i would like there to be an option to upgrade to a more expensive shipping rate, which basically involves adding £6/$12 to the existing shipping - is there any way to do this? if so how? thanks

Have you checked the tare weight of your packaging in admin?

In shipping total weight is weight of products plus tare weight.

So if thats happening thru admin set tare wt to 0.

Tare weight was only 1, so it shouldnt have been that surely? I had to drop the items weight right down to 90 before it came up in the <100 price band :s
