how to define local delivery zones?

OPTION 1:

I want to deliver only locally. Ideally, zone would be made up dynamically based on the purchaser's zip code - meaning the zones are based on the purchaser's zip code. For example, purchaser Jim Smith lives in zip code 55487. Based on that zip code, I want to automatically compute delivery zones. I am a PHP/MySQL developer but do not know enough about osCommerce yet to do this.

 

Option 2:

Set up pre-defined zones locally. Each zip code would fall into a predefined zone. Each zone has it's own shipping charge.

 

Any ideas?
