Shipping cost based on the city

Hi,

 

Does anyone have any suggestions for the following issue -

 

I am shipping products to different cities and the requirement is that when i ship to particular cities i need the shipping cost to be a flat fee per item and for the rest of the cities it is a flat fee for the whole order.

 

Is this possible through the standard configuration or does it need a code change?

You could do it by adapting my module Per Item Per State:

Because you need it to be cities it will require some code changing though, its not a drop-in contribution in your case.
