osCommerce and Orders from Other Countries

This might be a stupid question but does osCommerce work with any country in regards to the ordering process?

My client had a customer call him up from the UK saying that he could not finish his order on the site because the state field was required and he doesn't live in a state. Is this possible? I'm still waiting on the details of where this customer is from but I think he is from Britain. Is in't osC supposed to be able to handle orders from any country?

Adding a dash instead of the state seems odd. I mean how would something be delivered to this person. Doesn't the postal system have a set way of doing things so mail is routed correctly and I mean in every country. If not then these people are living in the stone age and do not deserve being delivered mail. Don't you think?

I am not a resident of the USA. When I order stuff from American shops I often put a "-" where state is and then select my country from the list. Nobody has ever had a problem with that. Except for the US in other countries there's no need to put the local subdivision (county, etc.)

I don't mean replace the state field with a dash. Rather if the customer doesn't live in the US he/she should put "-" in the state field.

Oh I see. You speak with experience. My apologies. Now I did try it but with osC you have to have at least 3 characters in the state field so I tested it and put in 3 dashes and it went through. So I guess that is what I will add to the instructions on the signup form.
