New option to display message

I need to have a message shown below the product name for certain products on the product description page. (message is always the same: "Product available to BC residents only".

 

I would like to have a field in the product entry page in admin , like a radio button or check box to tell oscommerce to display or not the message for that product.

How can I do this?
