GIFT doesn't go out with VOUCHER

If anyone has run into this let me know.

 

I set up my site so there are several "voucher codes". It is an audio site that sends out links that are paid for. It's Spoken Word Plays and other items. Issue is when someone sends a gift and uses the voucher code instead of actually paying via credit card the email is not sent to the giftee. Any ideas?
