Regional Shipping rates

I have been through all the posts, ran most of the add-ons but just cant find what I require.

My shop is South Africa based and we will only be doing deliverys locally not internationally. The problem I am stuck with is as follows.

 

We have different provinces eg KZN, Gauteng Freestate etc. The delivery company we want to use charge different rates per KG for each province. What shipping module would work for me so that on checkout the customer will select his province and then it will automatically calculate the delivery charge based on province and weight.

 

I will need to be able to put in variables in the module eg province and price per kg.

 

What would work great is if anaybody could help with sugestions how to edit eg. Table module that I can change the name from table.php to eg Gauteng.ph for Gauteng province and Freestate.php for freestate province. I tried to change the file names but then it does not show in the shiping modules, I think the code will have to be changed also but I am a newb and know very little about this, just enough to follw instructions :'(

 

Please if anaybody can assist in this matter for it is all I have to do to go online
