Shipping is not Taxable?

I have shipping/sales tax calculaton issue. The business originate in TN and the online order was shipping in State. Sales tax applies to the product but not the Sales tax. I was not aware that the shipping expence in the state of Tennesee is not taxed. The purchase total includes the Product plus shipping then Sales tax is addedto both and then the total. I have researched the catalog admin control panel, the forum and the "contributions" for a fix to NOT calculate the sales tax on shipping cost in State but have had no luck. Can someone please help point me in the right direction? We just need to calculate the the sales tax to the product price then add the shipping to get the total price.
