Customers can only order once?

Hello :)

 

I have paypal IPN working and I can take payments and I get updates etc. However if I then want to buy more items using the same test customer I get the error from paypal saying:

 

"transaction already paid"

 

If I add a new customer I can buy products fine. So why can returning customers not buy products again?

 

Please help me with this because if customers do decide to buy again I want them to be able to without problem.
