I thought I had it figured out when I went to admin-->modules-->shipping--->Zone Rates. I entered in CA for Zone 1 and its respective shipping costs, but once a us citizen went to checkout, it told them my store doesn't ship to this country. Please help!

Well, by doing that, you restricted shipping to your country. You need a multiple zone shipping method. You can find these in the contributions section.
