newbie needs help with "Warning: mysql_fetch_array():..

I'm getting this warning in a several pages and I don't know where to start.

"Warning: mysql_fetch_array(): supplied argument is not a valid MySQL result resource in /export/web21/gamma/gomol001/www/admin/includes/functions/database.php on line 39"

also this is probably simple but I can't find where to change the page title. It still reads "The Exchange Project" on every page.
