First Item Plus Shipping, not working properly

I have "First Item Plus" set up for my vendor that drop ships, b/c I can't figure out the PayPal IPN yet....

But, it is not functioning as I would expect it to. I have the first item set to be shipped for $6.50, additional items for $0.50. Yet, if a customer orders two items, they are charged $12.00 shipping. Any thoughts on this issue??
