Adding banner to centre of page

If you take a look at the following http://osc3.template-help.com:80/osc_16626/index.php

There is a banner to the middle of the page where it says "Together we create"

 

How can I add an image / banner to my site so it is in the same position on my site as that

If it's just in the space where the welcome message would be on a standard osc template it could easily be done using html.
