problems after server/host change

Hi, I am in the process of changing hosts. My new host has a great feature where I have a dedicated IP address this has enabled me to transfer and test the site before changing the name servers. I am currently testing the site via the IP address and have come across two problems:

 

1. The first and second level (tiers) of categories are not appearing on the index page. The following page should show links to the categories Lexmark ink cartridges, Lexmark toner cartridges and Lexmark ink ribbons but as you can see no categories are displayed. - http://98.130.5.244/index.php?cPath=2791

 

The categories are definitely there, they can be displayed by entering the url directly and the third level of category get display fine. This is Lexmark ink cartridges - http://98.130.5.244/index.php?cPath=2791_31

 

Any ideas to why this is happening?

 

 

2. When I click add to cart button or buy now I get message called cookie usage - I have never seen this message before and it tells me to change my browser security level setting to "normal". I have solved this be changing "Force Cookie Use" to "false" in admin. Will this have any repercussions further down the line? (it worked great set to true on my other host’s server).

Products all display fine, its the categories I'm having problems with. Whats the "add product" page?
