Taxing shipping charges, but for 1 state only

I've been working on this for days now and not having any luck. I need to charge tax on the shipping rates for only 1 state. All other states should tax as it does now, just the cost of the product(s) the customer purchases. I really need help in figuring this out and haven't been able to find a clear answer on the forums. Please help!
