This file configure.php is available at 2 places /catalog/includes/configure.php and /catalog/admin/includes/configure.php

OSC site won't work without this file, so it is definitely there, somehow hidden from your view. Please check once more in the right locations as mentioned in bold.

Were you looking in catalog/includes/, using an ftp program or the file manager in your web hosts control panel?

I found the file there, using the ftp program, what do I need to do with it? to get rid of this message

You may be able to right click on the file and see permissions. What ftp program?
