Please help me with shipping and taxes

I know this has been asked many times, but I'm failing to find a clear answer on how to solve my problem. I need to charge tax on the shipping in only 1 state for all products. The other states I only want to charge tax on the subtotal like it is currently (this part is working fine).

 

Can someone please walk me through this?
