New flat rate problem

I've added a new flat rate by copying the flat.php file in the includes/modules/shipping folder (and the related language file) and replacing all references to "flat" with "flat1" - case-sensitive. The new shipping module is appearing in the module admin area and I can activate it and input values, but it will not appear in the shipping options within the website checkout procedure. The associated zones appear to be ok. Any ideas if I'm missing something?
