Need help with two different tax rates ... please help

Hi all, I would like to thank everyone who helped building OSCommerce to what it is today ... imho the greatest e-commerce software :thumbsup:

 

I have installed it recently, and got everything working fine ... except for the Taxes. I'm still a newbie and I'm having trouble defining two different rates.

 

My situation

 

People within the EU should be charged 19% VAT, and others (outside the EU) shouldn't be charged at all. I have been searching this forum for answers, but to no avail ... :cry:

What i have done sofar through the admin section?

 

1) deleted all previous zones;

2) added all countries of the EU as new zones (zone: EU, code: EU, country: respective country) > 15 in total;

3) added tax-zone called 'EU';

4) added tax-class called 'Taxable goods';

5) finally added a tax-rate of 19% assigned to tax-class 'Taxable goods' for the 'EU' zone.

 

A product is assigned the tax-class 'Taxable goods'. I would think people ordering from within the EU get charged 19% VAT, while others do NOT ... so the tax gets deducted when checking out. However everyone whether living in or outside the EU gets charged 19% VAT.

 

Help ... approaching the point of despair :tellme: ... maybe it has been discussed already, in that case please point me in the right direction and excuse my ignorance. :oops:
