PayPal IPN not acceoting shipping charges

I go through my whole process of creating an order, and at the end I get the correct amounts, Total $49.95 ($39.95 + $10.00 flat rate shipping), but when it's time to CONFIRM order paypal only charges $39.95.

 

What gives??

Don't know if it fixed it, but I updated my paypal IPN to the latest version. I'll keep this thread posted if it fixes it.

And if it doesn't fix it, then make a simple change in paypal_ipn.php and test

 

Find

	 $parameters['no_shipping'] = '1';

replace as

	  $parameters['no_shipping'] = '2';
