No, you need to keep your default language. If you mean can you delete the unwanted language directories, yes so you end up with languages\english\all of the files where there are language files.

You also remove the unwanted languages in admin.

If you mean the english icon, yes you can remove it. The easiest would be to copy pixel_trans.gif to catalog/includes/languages/english/images/ delete icon.gif and rename pixel_trans.gif to icon.gif

 

Alternatively, you may want to remove the languages info box from the includes\column_right.php file.
