Address Confoguration

I am trying to change a few things which apparently are hindering my activation of Worlpay, can anyone please help me to achieve the following aspects of address layouts within OS, I need to:

• 1. Change the layout when entering addresses so that the postcode is last (UK format)
  

• 2. I have imported the UK counties into SQL, but now have duplicates. Anyone know how to delete all so i can start again with the import?
  

• 3. How do i add a drop-down box for the counties area of addresses when registering etc?
