Remove the whole shipping/payment Module

I want to remove the shipping and payment module completely. My client requirements are such that he wants to display the products on the site where customers can add them to cart, once finished with shopping they can checkout with a inquiry email which send to administrator with the details of the products which are added to the carts.

 

Somewhat like this

 

Display products on the site ----> Add products to carts ------- > Checkout (Send a request email requesting the details for the selected products).

 

No shipping, no payment involved in this process.

From where can i do this???

 

Any help.
