Invoice without Payment and Adding Fields to User Reg Questions

I have two questions, and I cant seem to find the answers no matter how hard I look.

 

1) Is there a way that a person can order something from a store without having to go through a payment gateway? I'm creating a site for a wholesaler that needs to verify certain things before he can accept payment and send out products. So, is there a way a user can order something, and instead of having to pay immediately, is told that the invoice is sent and he will be contacted soon?

 

2) Is there a way to add a field to the user registration using the admin cp or some module? I need to have the users that register place their license number in, and have it show up on the invoice when they purchase something.

I fixed the first one, I found a way to make the user accounts require activation by an admin, so he can verify their license prior to allowing purchase. That only leaves the question of how to add the custom field to user registration.
