installation problem SQL

hi

i'm new to osc

when i build my osc web site i used EasyPHP as localhost,

now when i try to install osc after i upload catalog to GoDaddy hosting

on step 1 - i put all the information , and when i click Continue

i have an error "Can't connect to MySQL server on '68.178.254.36' (10061)"

WHAT DID I DO ?

HOW CAN I FIX THIS?

PLEASE HELP !!!!

1. In your Web Hosting Control Panel set up a new blank database.

2. Set Up a MySQL User and Password and assign them to that database.

3. In the Install the Database Server is usually 'localhost' (but not always).
