HELP, shipping charges dropped upon checkout

I'm not sure what is causing this. I have made no changes to my site in at least 3 months but randomly over the past week and a half, the shiping charge has been dropping off of peoples total. I am using only paypal for payment and all through the checkout process the totals are accurate, but upon final payment only the product order total is charged.

 

Someone please help
