Payment by zones/states

Hello

 

I have to say that i search over an hour for a response in forum and contributions area also. English it's not my native language so maybe that's why i couldn't find anything to help me

 

what i need:

 

peoples from Bucharest to be able to use any of this payment methods from my site: COD, Check/Money Order and PayPal.

 

all other peoples from other zones of my country to use ONLY Check/Money Order and PayPal.

 

what i did:

 

i create two Tax Zones called Bucharest and Romania. In first zone i add only Bucharest. In second Tax Zones i add all other zones without Bucharest.

 

in Payment i try: COD with Payment Zone set to Bucharest, to --none--, Check/Money Order and PayPal set to --none-- and Romania.

 

i try to add Bucharest to "Romania" zone, but now i see all payment methods no matter what i select
