Allow customer to buy component only if parent product was ordered in past?

OK - so here is the question:

 

Can you allow a customer to purchase a product ONLY if they have purchased a "parent" product?

 

For example, I am setting up a telecoms site. The customer can purchase basic phone service with no additional options, but what if they come back later and decide they want voicemail? Can it be setup so that they can only purchase the voicemail component if they have already purchased the phone service through the system in the past?

 

If anyone has any suggestions on how this can be done, it would be SO greatly appreciated!!!!
