Which files take care of emailing customer

Which files handle the task of emailing customers when status is updated from processing to delivered? The email when customer first buys something gets sent but when the status is updated to delivered, no email is sent.

The customer is notified of status changes by admin/orders.php, for which v.1.106 is a recent commit. Upgrade it, and the related language file, since it now gives a choice not only for notifying but also whether the comments are included.

You should also check to see that Send E-mails is not disabled in Admin, Configuration -> E-Mail Options.
