Where do you set the default language??!!!???

Hello all... I have done a new install of OSC 2.2 onto localhost and all installed fine... database was imported and config files are correct... but there is no default language...

 

when I try to access my admin panel, I get the fatal error:

 

Fatal error: Failed opening required 'includes/languages/.php' (include_path='.;c:php4pear') in c:inetpubwwwrootcatalogadminincludesapplication_top.php on line 199

 

when I try to go to the catalog, I get it too:

 

Fatal error: Failed opening required 'includes/languages/.php' (include_path='.;c:php4pear') in c:inetpubwwwrootcatalogincludesapplication_top.php on line 250

 

It is looking for ".php" which clearly does not exsist... how do i set the default language so that I can access my admin panel and the catalog??!!??

 

Please do not tell me try re-installing, I have done that about 10 times already and every time this same thing. Please don't tell me to search either, because I already have and there were alot of posts with people having this problem, but not one single post had an answer... somebody has to know why OSC is not selecting a language.

I should mention that I am getting this on the 2.2 snapshot from 11/20/2002... also I just installed v2.1 and it had no problems figuring out my language... this is clearly a 2.2 problem... I do not know why the developers are not acknowledging it... I am not the 1st to encounter this on v2.2 snapshot date 11/20/2002..
