Charge tax for Store pick up

I am using Flat Shipping module.. its used to allow users to pick up from store referred to as "Store Pick up" which is charged $0.00.

 

But as the shop is in California.. if a user select Store pick up i need to charge 8.25% tax from the order total.

 

This must be shown as CA Tax 8.25% in subtotal of the checkout system ..

 

I am a newbie to oscommerce development ... Can anybody help ???
